A historical overview about PAI establishing and its competences
Industry is one of the most important sources of national income, and the backbone of the country’s economy. Industry in Kuwait is closely and effectively linked to various economic activities, especially the oil industry and its petroleum derivatives.
And since industry affairs were regulated by law no. (6) of 1965, which has been applied for more than forty-three years, during which many changes have occurred that imposed the need to replace it with another law to abreast of developments at local and global levels. Taking into consideration all various systems and departments that supervise the affairs of industry, in an independent institution whereby the direction, control and supervision of the industry would be more effective, comprehensive, and efficient. Therefore, law no 56 of 1996 was issued, which states establishment of a public authority with an independent prestigious entity called the Public Authority for Industry and supervised by the Minister of Commerce and Industry. The authority started its work on January 15, 1997
General objectives:
The Public Authority for Industry aims to advance and supervise industrial activity in the country and develop the industrial base to achieve the national economy goals, including the following:
1. Encouraging, developing, and protecting local industries.
2. Expanding the industrial and craft production base.
3. Diversification national income sources.
4. Supporting, developing and encouraging production of strategic commodities necessary for national and food security.
5. Creating the appropriate climate to attract more qualified national manpower.
6. Reinforcing, developing, and encouraging industrial crafts.
7. Reinforcing industrial awareness among citizens, highlighting the positive role of the industrial development approach, preparing and publishing studies and research, providing information systems and industrial data, and encouraging development and creativity.
8. Coordination between existing industries and proposed future industries in GCC States particularly, and the Arab countries generally, in order to achieve integration and avoid harmful competition.
9. Strengthening industrial cooperation with various countries and international organizations to provide expertise and information necessary for local industrial development.
10. Increasing the share of Kuwaiti industrial exports in global markets and creating export industrial investment opportunities.
Main Competences of Public Authority for Industry:
The Public Authority for Industry undertakes implementing its main competences related to industrial activity development, particularly, it undertakes the following:
1. Set an industrial development plan in accordance with the state’s general plan framework that includes a clear definition of industrialization strategies and industrial development directions.
2. Suggesting locations of industrial and craft zones in accordance with the general structural plan frame.
3. Planning and equipping the basic infrastructure for industrial and craft zones and the necessary industrial services and public utilities, in cooperation with the concerned authorities.
4. Preparing, designing, and implementing industrial services projects complementary to industry, operating, and managing them directly or in cooperation with the specialized authorities.
5. Reviewing and approving plans and designs for industrial and craft facilities, as well as their affiliates.
6. Allocating industrial and craft plots locations, service locations within the region in accordance with related laws and regulations.
7. Concluding contracts and collecting fees charged against usage of industrial and craft plots, service sites for companies and institutions.
8. Fees collection for services provided by Public Authority of Industry.
9. Managing, operating, developing and maintaining industrial and craft zones, providing necessary services, maintenance, and establishing new industrial zones in cooperation with the private sector.
10. Building licenses issuance for facilities in industrial and craft zone from the specialized authorities.
11. Follow adequate safety precautions of public utilities and property, monitor industrial safety, fire protection for existing establishments in the areas entrusted to the Public Authority of Industry.
12. Industrial control and inspection procedures direction in the mentioned industrial areas.
13. Maintaining cleanliness of public roads, squares and sidewalks from factories and public stores remnants in the aforementioned areas.
14. Aligning with the security authorities in the areas entrusted with PAI to ensure lives’ preservation, property, and other production elements.
15. Set rules, regulations, and procedures with regards to licenses’ granting and revocation.
16. Monitoring the application of Kuwaiti, Gulf and international standards specified by laws and decisions on all imported and local products in accordance with specialized authorities to combat fraud.
17. Ensuring compliance of industrial project with all local and international rules for environmental protection and production compatibility with those rules. 18. Preparing studies related to industrial activity, support tools, deciding on means and basics for protecting the local production.
19. Setting the export strategy in the State of Kuwait.
